Head of Strategic Data & Knowledge
The International Federation of Arts Councils and Culture Agencies (IFACCA) is the global network of national arts councils and ministries of culture, representing member institutions in more than 70 countries. Through its Secretariat in Sydney, IFACCA supports policymakers, researchers, and cultural leaders worldwide in strengthening the role of arts and culture in public life.
As Head of Strategic Data and Knowledge, Kiley Arroyo led the development of a comprehensive global strategy designed to strengthen collaborative learning and adaptive capacity across this diverse international network.
The work focused on:
- Designing a knowledge framework to support cross-national exchange
- Strengthening relational infrastructure among cultural policy leaders
- Advancing whole-systems understanding within arts governance
- Aligning research, convening, and capacity-building efforts around shared global priorities
In parallel, Kiley led original research examining the impact of global migration and forced displacement on artists and cultural ecosystems. She also authored the discussion paper and companion report for IFACCA’s 8th World Summit on Arts and Culture — shaping global dialogue on culture’s role in responding to complex social and political transitions.
This leadership role reflected CSC’s broader commitment to integrating research, strategy, and relational learning — supporting global cultural institutions in strengthening adaptive governance and collaborative problem-solving.
